Most Water Bills Are Technically Accurate — and Practically Wrong.
Most people assume water meters measure water.
They don't.
They measure flow.
In large systems, water moves turbulently and carries entrained air and gases. When that air passes through the meter, it's counted — and billed — as water.
Month after month.
Year after year.
Utilities don't explain this.
Bills don't show it.
And most operators never realize it's happening.
